By the winter of 1977, Carter was in the White House and the federal minimum wage stood at $2.30/hr — the federal government was actively debating energy policy as Congress worked toward a compromise on natural gas legislation. On the cultural front, "Rocky" had just taken home the Oscar for Best Picture, and Alex Haley's "Roots" was sitting at the top of the nonfiction bestseller list after the TV adaptation drew some of the largest television audiences in American history. The Portland Trail Blazers had claimed their first NBA championship that year, defeating the Philadelphia 76ers, and in February the Soviet Union launched Soyuz 24, successfully docking with the Salyut 5 space station as the space race between the two superpowers continued in orbit.
