By the winter of 1987, Reagan was in the White House and the federal minimum wage stood at $3.35/hr — the United States and Soviet Union were still locked in debate over the "Star Wars" missile defense program, with diplomats on both sides struggling to find common ground on arms control. On television, "The Cosby Show" was the top-rated program in the country, while "Platoon" had just taken home the Oscar for Best Picture, bringing a raw and controversial portrait of the Vietnam War to audiences across the nation. The Minnesota Twins had claimed the World Series title the previous fall, and that same season a Rüppell's vulture chick was successfully hatched at the Milwaukee County Zoo — the first time the species had ever been bred in captivity in North America.
