Gas cost $1.23 a gallon in the spring of 1996, and the Dow Jones stood at 6,448 — a budget agreement between Congress and the White House had finally been reached, seven months into the fiscal year. On movie screens, Richard Gere and Edward Norton were drawing audiences to "Primal Fear," while on television "ER" continued to dominate Thursday nights as the most-watched drama in the country.
