Gas cost $1.23 a gallon in the spring of 1996, and the Dow Jones stood at 6,448 — a budget agreement between Congress and the White House had finally been reached, seven months into the fiscal year. On movie screens, Richard Gere and Edward Norton were drawing audiences to "Primal Fear," while on television "ER" continued to dominate Thursday nights as the most-watched drama in the country. The Chicago Bulls, led by Michael Jordan, claimed their fourth NBA championship by defeating the Seattle SuperSonics, the same spring that the X Prize Foundation announced a $10 million competition to spur the first privately funded spaceflight — a milestone that would help define the commercial space race for the next decade.
