By the winter of 1997, Clinton was in the White House and the federal minimum wage stood at $5.15/hr — the federal government was under pressure to address reports of unexplained illnesses among Gulf War veterans, with a Pentagon review panel drawing criticism for its handling of the investigation. On television, "ER" continued to dominate Thursday nights as one of the most-watched dramas on the air, while John Grisham's "The Partner" sat at the top of the New York Times fiction bestseller list. The Chicago Bulls, led by Michael Jordan, claimed another NBA championship that year, and in February, astronauts aboard the Space Shuttle Discovery completed a successful servicing mission to the Hubble Space Telescope, restoring and upgrading the orbiting observatory in a series of spacewalks.
